Self-Management and Urban Service Delivery in Yugoslavia

There has been a dilemma developing in public service delivery in the urbanl sectors of advanced industrial societies. This dilemma concernis efficiency of delivery and effectiveness of delivery. The efficiency conisiderations of service delivery often require an economy of scale in order to maximize efficiency. The increasing scale of organization often means larger organizations are more distant from the public being served. This is the essential conflict of efficiency with effectiveness because effectiveness is measured by citizen satisfaction. Increased efficiency has the paradoxical impact of reducing citizen satisfactioll. This occurs because the opportunities to be involved in the directioni of public services are reduced. In Yugoslavia this dilemma has been recognized and a tlumber of innovationls have been developed in order to both increase the efficiency and enhanice the effectiveness of public services in the urban sector. The basis for these innovations has been increased participation. This paper will exanline the various forms of participation in the urban sector of Yugoslavia and tlheir inmpact.
